According to the statement, the current program
does not take into account the actual market prices for housing. "The
amount of assistance provided in Yerevan and other cities is not
enough to ensure decent housing conditions. In most cases the
criteria for constructing residential buildings do not even meet the
minimum requirements of the projects approved by the authorized state
body," the statement says.
At the same time, many beneficiaries face challenges in obtaining
additional mortgage loans, especially if they have existing debt
obligations and a poor credit history. The organization also
emphasized that certain requirements of the program, such as the
necessity for Armenian citizenship at the time of application,
restrict the participation of beneficiaries. Additionally, several
provisions infringe upon the rights of different groups of people
and, at times, contradict the country's Constitution.
"The current program does not sufficiently take into account the
needs of groups with special needs, such as people with disabilities
and families of fallen military personnel," the Union added. In this
regard, the organization presented a document with recommendations
regarding the housing program adopted by the Armenian government on
May 16, 2024. The document proposes reasonable and effective
solutions, while presenting factual and legal justifications in their
favor. "The Artsakh Union and the initiative to meet the needs of
the people of Artsakh expect that the Armenian government will
consider these proposals and promptly begin meaningful and productive
public discussions to significantly improve the program," the
