YOUNGSTOWN, Ohio (WKBN) — A man who came to City Hall Tuesday to inquire why authorities were recently at his residence was arrested on a warrant for rape charges.
Reports state when Nicholas Kowal came to City Hall Tuesday to ask officers why U.S. Marshals were recently at his house, he was informed of a warrant issued for his arrest and taken to the Mahoning County Jail.
A Mahoning County grand jury handed down a secret indictment for Kowal Thursday on charges of disseminating matter harmful to juveniles and two counts of rape, and a warrant was subsequently issued for his arrest, according to a police report.
The charges stem from an October 2023 incident where Youngstown police spoke to a woman at a hospital who told them Kowal had sexually assaulted her 12-year-old daughter.
Reports state at one point during the incident, Kowal took out his phone and showed the victim a pornographic video on a website and told her to mimic the actions shown in the video.
